COMMERCIAL CIRCULAR NO. 5

Sub: Excess Connected Load & penalty thereof - L.T.Tariff Booklet.

The Hon’ble Commission at the time of approval of the December 2003 Tariff has amended the provisions in respect of levy of penalty for excess connected load. The sanctioned load exceeded shall be determined on the basis of load actually drawn by the consumer to be measured through an appropriate meter. The Hon’ble Commission has not considered the Boards request for review of the above provision, and directed to strictly follow the said provision. Accordingly the Clause of penalty for “Exceeding sanctioned Load” appearing in the December 2003 L.T.Tariff Booklet needs to be changed and the “Note” appearing below that clause should be deleted from the LT Tariff booklet.

The revised clause of “Penalty for exceeding Sanctioned Load” defined under Miscellaneous and General charges of the LT tariff order will be “ In case of load drawl exceeding sanctioned load, to be measured through the MD meters (Tri-vector or Acc-check meters as the situation demands), the consumer shall be billed based on the actual drawn demand and, shall be levied penal charges for the unauthorized demand beyond the sanctioned load at double the rate of demand charges applicable for MD based tariff to General Motive power consumers and non-domestic consumers prevailing from time to time”

All the field officers should follow the above instructions and ensure that the “Note” mentioned in the “Penalty for exceeding sanctioned load” clause, defined under Miscellaneous and General charges of the LT tariff order should be deleted before selling the LT tariff booklet to consumer.
